CEBU CITY, Philippines — Councilor Joel Garganera on Tuesday turned up the heat on the executive branch, demanding clarity from Mayor Nestor Archival amid his shifting public positions on reopening the controversial Binaliw landfill.
The confrontation comes as Vice Mayor Tomas Osmeña put the council on notice on the city’s finances and pleaded for a 30-to-60-day window to deploy an alternative solution to halt massive financial “hemorrhaging.”
During a privilege speech before the council, Garganera skewered the administration over what he described as a lack of transparency surrounding the partial reopening of the Binaliw landfill months after the deadly January 8 trash slide that killed 36 people there.
