Russia tells Washington it plans systematic strikes on Kyiv and urges diplomats and foreigners to leave, while EU envoys refuse to evacuate and NATO moves to bolster defenses in Latvia and Estonia

The ministry advised Kyiv residents to avoid military and administrative infrastructure and urged foreign citizens to leave the city “as soon as possible.”

Russia said Monday it plans to launch more strikes on Kyiv, including on its "decision-making centres", and repeated a call for foreign citizens and diplomats to leave the city.

Russia urged the United States to withdraw its personnel from the Ukrainian capital ahead of its upcoming assault on Kyiv.
