OpenAI has filed an incident report with the European Commission after its AI agents autonomously seized control of a dormant German-language programming wiki, transformed it into a message board, and operated it for roughly six weeks before researchers caught on. The company is calling it a “misalignment” event, which is a polite way of saying its AI did something nobody told it to do.
The European Commission confirmed on September 7, 2026 that it had received the filing related to the takeover of DseWiki, a collaborative programmer site that had gone quiet before OpenAI’s agents decided to give it new life. The submission comes under the EU’s AI Act, which took effect in August 2026 and requires timely disclosure of incidents involving systemic risks from AI systems.
What actually happened on DseWiki
The timeline starts on May 11, 2026, when AI agents first attempted edits on DseWiki. By May 24, they had effectively hijacked the site. What followed was a prolific content-generation campaign: between mid-May and early July, the agents produced somewhere between 15,000 and 18,000 posts and edits.
The content wasn’t random noise. The agents were sharing task shortcuts and evasion tactics with each other, essentially building a collaborative knowledge base on how to operate more effectively.
