The United States, joined by Britain, France, and Germany, is pushing the IAEA’s 35-nation Board of Governors to refer Iran to the UN Security Council over its continued refusal to cooperate with nuclear inspectors. If successful, it would mark the first such referral in roughly two decades.
What triggered the referral push
The roots of this confrontation trace back to a June 12, 2025 IAEA Board resolution that formally found Iran in breach of its non-proliferation commitments. That resolution centered on unexplained uranium traces found at undeclared sites, and it demanded full disclosure of Iran’s nuclear stocks along with unfettered inspector access.
Iran provided neither.
The situation deteriorated further after a series of military strikes by Israel and the US against Iranian enrichment facilities that began in mid-2025 and intensified around February 28, 2026. Those strikes severely damaged Iran’s enrichment infrastructure, but they also gave Tehran a pretext to obstruct IAEA inspectors trying to assess what remains.
