Four people, including alleged gang associates and a woman identified as an ­alleged interim gang leader, were placed under preventive detention orders (PDOs) under the Emergency Powers Regulations, 2026, according to four legal notices published yesterday.The notices identified the detainees as Joshua Baptiste, also known as “Goat Head”; Jediah Jardim, also known as “Ezekiel”; Kamau Abede Farai, also known as “Fari”; and Teslyma Raffick, also known as “Faith Lawrence”, “Faith Raffick”, “Talysma Raffick” and “Faith”.The orders were signed by Homeland Security Minister Roger Alexander on different dates between May 22 and August 24.Baptiste, of Radcliff Clark Avenue, Quarry Road, Morne Diablo, and Plaisance Terrace, Laventille, was identified as an alleged member and enforcer of the “Dark Side Gang”, which was described in the notice as an organised crime group (OCG) under the Anti-Gang Act, 2021.The notice stated the group had access to a cache of firearms and ammunition and was involved in armed robberies, extortion, armed and violent home invasions, shootings and larceny.Baptiste and the OCG were also linked through confidential intelligence to a series of home invasions in the Penal, Morne Diablo and Siparia districts.Jardim, of Buccaneer Drive, Westmoorings, was described as having been credibly linked through confidential intelligence to the supply of firearms and ammunition to several OCGs.It was alleged that multiple firearms, ammunition and firearm components had recently been discovered at a dwelling, while a sizeable quantity of high-velocity ammunition had been found at a business place linked to him.The notice also linked Jardim, through confidential intelligence, to illegal quarrying, the distribution of illegal narcotics, and the advertising of firearms for sale.Further intelligence linked him to the alleged distribution of firearms to several OCGs, which the notice stated were used and were intended to be used in imminent attacks, retaliatory shootings and gang-related violence in public spaces.Farai, of Agostini Street, Gonzales, Belmont, was identified through intelligence as a known associate of several OCGs. The notice stated Farai allegedly had access to firearms and ammunition through associates and exercised considerable influence over several OCGs because of his reputation. It also stated he had several pending criminal matters.Confidential intelligence allegedly linked Farai and others to attempts to regain and expand control over gang territory. The notice stated this had led to several ­attacks and reprisal shootings, and that further attacks were ­intended.Farai was also linked through confidential intelligence to a recent plot with senior gang figures to murder two people in the San Fernando area.The notice further referred to an ongoing dispute with another senior gang figure and alleged imminent attacks on rivals in public spaces using firearms.Raffick, of Ethel Street, La Romaine, was identified as the interim leader of an OCG known to law enforcement as the “R Gang”, which was said to operate primarily in La Romaine and surrounding areas.It was alleged the group had access to a cache of firearms and ammunition, and was involved in the trafficking of firearms, ammunition and illegal narcotics, as well as gang-related violence.According to the notice, Raffick had assumed a leadership role while the reported leader of the OCG had gone into hiding. She was identified as exercising control over and coordinating the activities of members and associates of the group. The notice also alleged Raffick had threatened violence against various people over the collection of money owed to the OCG.Raffick and others also intended to escalate armed attacks on people in public spaces, it was alleged.All four orders stated that detention under regulation 14 of the Emergency Powers Regulations, 2026, was necessary to disrupt the alleged plans and prevent the detainees from acting in a manner prejudicial to public safety.
