Four alleged gang leaders and three men linked to home invasion investigations were among 19 people named in preventive detention orders published yesterday.The legal notices, signed between June 22 and July 4, allege the detainees are involved in organised criminal activity linked to gangs operating across the country, including armed robberies, home invasions, firearms and narcotics trafficking, extortion, retaliatory shootings and gang violence.Legal Notices 510-529 were signed by Minister of Homeland Security Roger Alexander in accordance with Paragraph 2 of the Schedule to the Emergency Powers Regulations of 2026.The orders were issued pursuant to Regulation 14 of the Regulations, which facili­tates “preventative detentions” where it is necessary to prevent people from acting in a manner prejudicial to public safety based on intelligence received.The people named in the legal notices were:• Jelani Duncan• Devon Barran• Seyon Simeon Vialva• Aquinde Winchester• Clevorn Oxley• Emmanuel Oba Nelson• Jardell Borde• Kalib Wilson• Kyle Joseph• Nijsane Hercules• Sherehem Louis• Shondell Boyd• Nicholas Toolsie• Randy Emille• Shakeem Dexter Williams• Shawn Narine• Jude Dells• Leron Larry Mendoza and• Dillon Prince.Those identified as leaders were Clevorn Oxley, also known as “Legs”, and Sherehem Louis, also known as “Son Son”, who were both named as leaders of the Building 20 Gang in Maloney Gardens; Jude Dells, who was identified as the leader of an informal criminal group operating in the California/Couva area; and Dillon Prince, also known as Dillion Prince and Dillon Bevon Prince, who was identified as the leader of an informal criminal group operating in Oropune ­Gardens.Nijsane Hercules, also known as “Bibby” and “Kahlid”, was identified as an adviser to the KTA Gang; while Shawn Narine, also known as Sean Narine, was identified as the alleged third-in-command of an informal criminal group operating in the California/Couva district.Three of the detainees were linked to home invasion investigations.Jelani Duncan, also known as “Jman”, and Devon Barran were alleged to have participated in a home invasion and robbery with violence in Gasparillo on June 9. Authorities said Duncan was arrested in connection with the investigation and was linked through intelligence to firearms and stolen property; while Barran was also linked to firearms, ammunition and stolen items.Aquinde Winchester, also known as “Reddo” and “Redman”, was alleged to have been involved in a home invasion in which property was damaged and an occupant threatened, and was further linked to robbery with aggravation, burglary and robbery with violence across the Southern Division.The notices also identified Seyon Simeon Vialva and Randy Emille, also known as “Choko”, as alleged affiliates of the Arouca Radical Muslim Gang, which authorities alleged was involved in firearms and narcotics trafficking, extortion and attacks on rival gangs.Emille was further alleged to be involved in narcotics trafficking and child ­pornography.Several of the legal notices focused on alleged gang activity in Maloney Gardens.Emmanuel Oba Nelson, also known as “Oba”, and Kyle Joseph were identified as members of the Building 20 Gang—with Nelson alleged to be an enforcer and Joseph, a shooter.Jardell Borde, also known as “Noonkie”, was identified as a key participant in ongoing gang conflict involving shootings and retaliatory attacks.Kalib Wilson, Nijsane Hercules and Shondell Boyd, also known as “Fighter”, were identified as members of the KTA Gang, with Wilson and Boyd alleged to be enforcers and Hercules, an adviser.Authorities also identified Nicholas Toolsie, Shakeem Dexter Williams, Shawn Narine, Jude Dells and Leron Larry Mendoza as members of an informal criminal group operating in the California/Couva area. According to the legal notices, the group was involved in firearms and narcotics trafficking, armed robberies, shootings and witness intimidation, and intended to escalate attacks on businesses and members of the public.The legal notice relating to Dillon Prince alleged that he led an informal criminal group operating in Oropune Gardens that was involved in narcotics and firearms trafficking, shootings and witness intimidation. Authorities said a firearm and ammunition had recently been found at premises connected to him and that he was involved in supplying illegal narcotics.The legal notices stated the detainees’ continued liberty posed a threat to public safety because of their alleged involvement in organised criminal groups and intelligence indicating plans to continue violent criminal activity.
