The Preventive Detention Orders (PDOs) which were served against Dominic Hadeed, his wife Genevieve Hadeed, and their relative Star Sabga, have been published.The Hadeeds were detained on June 24 as police investigated intelligence alleging a conspiracy to assassinate senior members of the Government, including Prime Minister Kamla Persad-Bissessar and Attorney General John Jeremie.They were initially detained under the Emergency Powers Regulations before Minister of Homeland Security Roger Alexander issued PDOs.They remain in prison custody.While information had been made available to the Express on the PDOs previously, they were published in full yesterday.Dominic Hadeed’s PDO was under Legal Notice 502, which was signed on June 27 by Alexander.It stated that intelligence credibly identified Hadeed as being involved in an ongoing conspiracy to assassinate senior members of the Government and/or other serving Members of Parliament.According to the notice, following statements made in Parliament during the debate on the extension of the state of emergency, Hadeed allegedly expressed violent intentions by stating words to the effect that persons would be “shot in their head”. The notice alleged that the statement was made in furtherance of a developing plan to target members of the Government.The legal notice further alleged that Hadeed was a person of substantial financial means and influence with the resources, access and capability to facilitate serious organised criminal activity. It also stated that his continued liberty presented a real and immediate risk of facilitating plans intended to destabilise the Government through violence.The following Legal Notice, also signed on June 27, stated that intelligence credibly identified Genevieve Hadeed as participating in an ongoing conspiracy directed at the assassination of members of the Government of Trinidad and Tobago.According to the notice, intelligence indicated that she made statements to the effect that the Prime Minister, members of the Government and Members of Parliament should die following public statements made during the parliamentary debate on the extension of the state of emergency.The notice further alleged that Genevieve Hadeed was associated with other persons involved in the conspiracy and that her continued liberty created a substantial risk that plans to carry out acts of violence against members of the Government could proceed. It stated that, in the context of the ongoing state of emergency and the surrounding intelligence, the alleged threats constituted a direct threat to public safety and national security.According to Legal Notice #495, signed on June 24 by Alexander, intelligence received by the authorities credibly identified Sabga as playing a significant role in an ongoing conspiracy to assassinate members of the Government of Trinidad and Tobago. The notice stated that intelligence indicated she had made repeated statements advocating violence against members of the Government during discussions concerning the Government and that the statements encouraged collective violent action against Government officials.The legal notice further alleged that Sabga had access to persons capable of facilitating violent criminal activity and that her conduct formed part of a wider plan to destabilise the Government of Trinidad and Tobago. It also alleged that she and others possessed the means to carry out such an attack.All three legal notices cited intelligence reports as the basis for the detentions and alleged that the detainees’ actions formed part of an ongoing conspiracy targeting members of the Government of Trinidad and Tobago.
