Vusimuzi “Cat” Matlala and suspended EMPD deputy chief Julius Mkhwanazi appeared in the Germiston Magistrate’s Court on Friday, 28 August 2026, on fraud and corruption charges linked to allegations involving private security vehicles fitted with unauthorised blue lights.
The Madlanga Commission continued to yield critical results following the swift arrest of law enforcement official Julius Mkhwanazi and Vusimuzi “Cat” Matlala, the alleged underworld crime cartel boss.
The two were arrested on Thursday.
Charges stem from claims that municipal resources and processes were abused to benefit Matlala's firm, Cat Protection Services.
Mkhwanazi, suspended deputy chief of the Ekurhuleni Metropolitan Police Department (EMPD), unlawfully registered vehicles from Matlala’s security company into the municipal fleet and fitted them with unauthorised emergency blue lights.
