MANILA, Philippines — Malacañang has suspended the government work and classes at all levels, public and private, in the entire Metro Manila and 16 provinces on Friday afternoon due to the southwest monsoon, or habagat, which could be further enhanced by a low-pressure area (LPA) that entered the Philippine area of responsibility.
