The member representing Ideato Federal Constituency in the House of Representatives, Hon. Ikenga Ugochinyere, has described the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Brutu Otuaro, as the best coordinator in the history of the programme, saying his leadership has transformed the agency from a largely stipend-driven intervention into a platform for education, skills development, economic empowerment and sustainable peace in the Niger Delta.
Ugochinyere, in a statement on the performance of the Amnesty Programme under Otuaro, said the Administrator had demonstrated that the most effective way to secure the future of the Niger Delta was through massive investment in human capital.
According to him, Otuaro’s record since assuming office in March 2024 shows a deliberate shift towards education, professional training, entrepreneurship, reintegration and peacebuilding, with measurable results across several sectors.
He particularly cited the expansion of the PAP scholarship scheme, noting that 4,500 students were deployed to universities across Nigeria for the 2025/2026 academic session, while overseas postgraduate opportunities were also expanded.
PAP has stated that its in-country scholarship deployment rose from 3,800 beneficiaries in 2024/2025 to 3,900 in 2025/2026, alongside about 200 foreign scholarship beneficiaries.
