While banning the use of DJ and high-decibel music systems at public events and processions during celebrations of upcoming festivals, the Mangaluru city police and Dakshina Kannada police said no procession will be allowed beyond 11.30 p.m.These are among the conditions laid down for holding public events and processions until Christmas on December 25.In separate press releases, Police Commissioner Sudheer Kumar Reddy and Superintendent of Police K. Arun said all organisers seeking permission should strictly adhere to these conditions. They will be held accountable for any violations of conditions or incidents, the two officials said.No event or procession can be conducted without prior written permission of the police and other departments concerned. The ‘No Objection’ certificate of the property owner will be mandatory if the event is held at a private venue. If any procession goes beyond 11.30 p.m., it will be considered as “unlawful assembly”. Noise levels should remain within the prescribed limits of 65 dB (commercial), 55 dB (residential) and 50 dB (silence zones).No slogans, banners, performances or social media content inciting hatred, religious insult and communal disharmony will be permitted. There will be zero tolerance to eve-teasing, stalking, voyeurism, or sexual harassment during the event or procession. Carrying arms, sharp weapons, or dangerous items during public celebration are strictly prohibited.Organisers should deploy security personnel 24X7 at the sites to protect idols, pandals, and other valuables. CCTV cameras must be installed and footage should be preserved for a minimum of 30 days. The organisers should ensure that the crowd does not exceed the approved capacity, and adequate volunteers must be deployed for crowd management. Heights of pandals, number of vehicles, and temporary formations shall not exceed legal or Mescom norms, and the vehicles used should have valid registration and fitness certificates.The organisers must provide fire extinguishers, ambulances, and first-aid kits, and avoid placing flammable materials near fire sources. Usage of toxic dyes, banned chemicals, and single-use plastics is strictly banned. Free movement of vehicles and should be allowed and emergency routes must not be blocked. Parking should be made in designated areas only. No damage to public or private property should be caused during installation or removal of temporary structures, during processions or at the time of windup.No banners shall be displayed without approval. All materials must be removed after the event and the site must be cleaned in coordination with the Mangaluru City Corporation. Drones or unmanned aerial vehicles cannot be used without written approval from the competent authority. The use of animals in processions or performances also require permission.The police and authorised officers may inspect venues at any time before, during or after the event. Organisers and participants must report any suspicious activity, false information, or disruptions to the nearest police station or by dialling 112, the officers stated.
