MANILA, Philippines — The House prosecution will have to decide whether to call Ramil Madriaga to testify in the impeachment trial of Vice President Sara Duterte, depending on the evidence already established and the remaining facts that must be proved.
In a statement issued on Thursday, Benjamin “Jay” Tolosa Jr., House prosecution counsel and spokesperson, explained that the prosecution was continuously reviewing its witness list even as it continued presenting its evidence on the first impeachment articles, accusing the vice president of misusing ₱612.5 million in confidential funds of the Office of the Vice President (OVP) and Department of Education (DepEd).
On April 14, during the House Committee on Justice impeachment hearing, Madriaga, the alleged bagman of the vice president, read his sworn supplemental affidavit in which he claimed to have personally disposed of ₱125 million in 2022 of the OVP’s confidential funds in less than 24 hours under Duterte’s direct instructions—not over the previously reported 11 days.
