MANILA, Philippines — With the Philippine Health Insurance Corp. (PhilHealth) being pushed to keep expanding its benefit packages, a “working primary care system” is needed to ensure its long-term sustainability, according to the state-run insurer’s new chief.

“Dialysis takes up 15 percent or more of our benefit payouts. But the reality is, do we really need to spend that much for dialysis?” newly appointed PhilHealth President and CEO Dr. Beverly Lorraine Ho said during a press conference on Thursday.

“When you have good prevention, salt reduction, etc., if health promotion and prevention works, then you actually have (fewer) people who are undergoing dialysis,” she added.
