Finland’s National Bureau of Investigation has completed a preliminary investigation into four people suspected of raising money for the Kurdistan Workers’ Party, or PKK, and has sent the case to prosecutors for consideration of charges.
Police launched the investigation in winter 2025 over suspected financing of a terrorist group. Investigators suspect several people took part in regular fundraising in Finland under the PKK’s name to support its activities.
Two of the suspects also face suspicion of participating in the activities of a terrorist group. Police suspect the pair held leading roles in arranging and organising activities in Finland on behalf of the PKK.
The investigation found grounds to suspect that those involved had travelled across Finland several times since November 2024 and visited businesses run by people with foreign backgrounds. Police suspect the visits formed part of efforts to collect money for the PKK.
