Dramatic scenes unfolded in the Assembly on Tuesday, with Chief Minister Rekha Gupta citing findings from two Comptroller and Auditor General (CAG) reports on “irregularities” during the Aam Aadmi Party (AAP) tenure.She said her government has been spraying “pesticides” to improve the system infested by “termites”.Earlier in the day, several Opposition MLAs, who were sloganeering against the “rice scam” and demanding a debate over the alleged irregularities in the procurement and sale of subsidised rice meant for the poor, were marshalled out of the House.Ruling party MLAs accused AAP’s Kuldeep Kumar of throwing rice in the well of the House while he was being marshalled out.“I was wearing a kurta. It must have fallen out of my pocket when they lifted me,” he said and accused Water Minister Parvesh Sahib Singh of making “anti-Dalit” remarks.Addressing the House later in the day, the CM urged Speaker Vijender Gupta to take cognisance of the audit reports, which she said had exposed “financial mismanagement and irregularities” under AAP. She said “termites” that had infested the system before her government were being removed, adding that the administration has been spraying “pesticide” to improve the system. Ms. Gupta said action on the audit reports must be expedited so that those responsible for “misusing public funds” face legal action.The Speaker ordered the reports to be sent to the departments concerned so that they submit action taken reports at the earliest, following which the matter would be referred to the Assembly’s Public Accounts Committee (PAC) for further proceedings.The first report, tabled on August 7, flagged lapses in the AAP regime’s power subsidy scheme while the second, tabled on Monday, highlighted a “declining trend” in capital expenditure from 2015 to 2025.
