MANILA, Philippines — Every month, households pay a system loss charge—a small line item on the power bills that many overlook but has now become the focus of a growing policy debate.
In his fifth State of the Nation Address (Sona), President Ferdinand Marcos Jr. has called for amendments to the Electric Power Industry Reform Act of 2001 (Epira) to bar distribution utilities and electric cooperatives from passing system loss charges—and the corresponding value-added tax—to consumers.
