The Tamil Nadu Registration Department has ordered the District Registrar of Central Chennai to take action according to the provisions of the Tamil Nadu Apartment Ownership Act to resolve the issues relating to the redevelopment of a large land parcel developed by the Tamil Nadu Housing Board (TNHB) and protect the rights of the low Income group (LIG) and middle income group (MIG) residents.A section of the residents has alleged serious irregularities in the redevelopment tender process of the Golden Jubilee Chennai Flat Owners’ Welfare Association and have sought an inquiry under Section 27 of the Tamil Nadu Apartment Ownership Act, 2022.They have requested the State government’s intervention to prevent land grabbing, pointing to the TNHB allocation of 11.91 acres of prime land, in Anna Nagar for “LIG and MIG flats only, reflects the philosophy that ordinary people have every right to live in convenient homes built and sold by the TNHB at affordable rates.”The present builder proposes to construct nine massive towers of 28 floors, each with modern amenities, a resident said. This would turn the government land into an abode of the very rich, changing the demography of the area and defeating the purpose of the TNHB earmarking land for the LIG and MIG, residents said.They demanded that the TNHB be directed to take up joint ventures of all its earlier constructions so that the flat owners could have absolute confidence about the new builder who redevelops the apartments. They also requested the government to intervene and order aninquiry into the selection process, directing an official inquiry into the irregular selection of the unqualified developer by the Welfare Association, and restrain the illegal collection of Form J consent forms for redevelopment.Residents alleged that the new builder did not fulfill even a single tender criteria — that it was started only in 2023, had a capital of 10 lakh, and showed no profit in the last three years — and yet, it was offered a ₹1000-crore project.The residents have demanded policy protection for TNHB land by formulation of guidelines to ensure that the redevelopedcolonies retained their affordable character, rather than being converted into luxury gated communities.The residents have demanded the State government mandate that sanctioning higher FSI including Metro FSI be strictly contingent on approach width, traffic carrying capacity and local water and power infrastructure.
