National Treasury and the South African Revenue Service (SARS) have published the 2026 Draft Taxation Laws Amendment Bill (TLAB) and Draft Tax Administration Laws Amendment Bill (TALAB) for public comment, proposing a range of tax and administrative changes announced in the 2026 Budget.
The draft bills, published on July 30 2026, are not yet law and are open for public input until 28 August 2026.
After the consultation process, Treasury and the revenue service will review submissions before finalising the legislation and introducing it in Parliament.
According to Tax Consulting South Africa, the draft bills include measures aimed at improving tax administration, closing tax loopholes and making technical changes to existing tax laws.
