MANILA, Philippines — The Office of the Vice President (OVP) under Sara Duterte was the first government agency that state auditor Roderick Wamil encountered that refused to receive an Audit Observation Memorandum (AOM) from the Commission on Audit (Coa).

The AOM was not received because there was allegedly no authorized person to accept it, Wamil, a House prosecution witness, said under questioning by Senator-Judge Francis “Kiko” Pangilinan on Wednesday, the 13th day of Duterte’s impeachment trial.

Pangilinan asked whether it was common for a government agency to refuse receipt of an AOM.

“That’s the first time it happened, Your Honor,” Wamil replied in Filipino.
