MANILA, Philippines – The Department of Justice’s (DOJ) National Prosecution Service (NPS) has received two separate criminal complaints against 20 individuals including officials from the Department of Public Works and Highways (DPWH), in connection with flood control project anomalies in Cebu.
At a press conference, DOJ Spokesperson and Prosecution Attoryney Polo Martinez said the new batch of complaints were filed by the National Bureau of Investigation (NBI) Cebu District Office following inquiries into two specific infrastructure projects located in Barangay Sinsin, Balamban, Cebu.
Martinez said the first complaint was received by the NPS last July 29, followed by a second complaint involving the same 20 individuals for separate flood control projects within the same district.
The individuals comprising of DPWH engineers, office personnel, and private contractors involved in the bidding and execution of the projects are facing the following cases:Illegal Use of Public Funds or Property / Technical Malversation (Article 220, Revised Penal Code), Malversation of Public Funds (Article 217, Revised Penal Code), Graft and Corrupt Practices (Republic Act No. 3019), Perjury (Article 183, Revised Penal Code), Falsification of Documents by Public Officers (Article 171, Revised Penal Code), Falsification by Private Individuals and Use of Falsified Documents (Article 172, Revised Penal Code), Government Procurement (Government Procurement Reform Act).
