Bulgaria is preparing to introduce new rules that would require energy performance certificates for most residential buildings when properties are sold or rented, under amendments to the Energy Efficiency Act published for public consultation.
If adopted, the changes would require energy efficiency information to be included in property listings and made available to prospective buyers or tenants before a transaction is completed.
According to energy efficiency expert Dragomir Tsanev, the requirement has long existed under European legislation, but its practical implementation in Bulgaria has lagged behind.
He noted that obtaining an energy certificate remains a costly and complex process, involving an assessment of the building's energy performance, an analysis of energy consumption and recommendations for improving efficiency.
