The eThekwini Municipality Disaster Management Directorate is developing and concluding a Memorandum of Agreement (MoA) with the South African Weather Service (SAWS) for disaster preparedness and response.

The MoA will also extend to relevant national and provincial government departments, telecommunications companies, academic institutions, and private sector partners to formalise cooperation on Early Warning Systems (EWS).

The MoA will also include data sharing, warning dissemination, joint meteorological and related research, and operational support.

In a report from the municipality’s security and emergency services committee, the city said the directorate's mandate to disseminate early warnings arises from the revised level 2 disaster risk and response management plan, which was improved following lessons learnt from recent flood events.
