The US and Saudi Arabia have agreed to a nuclear cooperation agreement (NCA) that could see a US company build and operate US-owned enrichment technology in the kingdom without having to adhere to the highest international nonproliferation standards — which could present hurdles for its acceptance by the US Congress.
