Russia’s downstream sector is starting to show slight signs of recovery as more refineries are brought back on line after Ukrainian drone strikes and measures taken by the government begin to take effect. Market players, however, remain extremely cautious, as runs remain at historic lows and attacks on Russian refineries continue at a time when domestic demand for fuel is still high.
