FIFA failed to make good on its promise of the "most inclusive" World Cup, the Sport & Rights Alliance said on Thursday, citing strict US visa policies that shut out many fans and workers even as the tournament welcomed more teams. World football's governing body put on the largest-ever edition of the tournament this year, expanding it to 48 teams from 32, opening the doors for smaller footballing nations to compete in the global showpiece event. But while FIFA promised that the US – which co-hosted the event with Canada and Mexico – would open its doors to the world, the coalition of rights groups said the gates were slammed shut to many.
