The NATO–Ukraine Joint Analysis, Training and Education Center (JATEC) has recently reached full operational capability, marking a significant milestone for the institution where Ukrainian and NATO military personnel and civilian experts work side by side.
In a conversation with Ukrinform, Colonel Valerii Vyshnivskyi, JATEC's Director of Program Implementation and Ukraine's Senior National Representative at the Center, outlined JATEC's priorities for this year and next, discussed the implementation of its forward-looking programs, and explained how Ukrainian experts are sharing their battlefield experience with their NATO counterparts.

Ukrinform (UI): Colonel, on June 24 it was announced that the Center had reached full operational capability. What does that mean in practical terms?
Valerii Vyshnivskyi (VV): We have been working toward this milestone for more than a year, since the Center was established in February 2025. In practical terms, it means we have filled 80% of our staffing positions, established a secure environment for handling classified information—known as NATO Ukraine Secret—and connected it to NATO's classified communications network, the NATO Secret Environment. We are now working to establish the Ukraine Secret system.
