Russia uses international police cooperation mechanisms to target European officials, according to the resolution
THE HAGUE – Russia is weaponising Interpol, having targeted officials including Kaja Kallas and lawmakers from several EU countries, according to an OSCE resolution seen by Euractiv.
The resolution, adopted by the OSCE parliamentary assembly and expected to be published on Wednesday, warns of the growing use of international criminal police notices as a “key tool used by perpetrators of transnational repression”.
The OSCE is “alarmed” that Interpol’s Purple Notices and its newer Silver Notices can be used without giving targeted individuals a clear way to appeal or request a review.
Interpol tightened its scrutiny of Russian requests following its full-scale invasion of Ukraine, but concerns remain particularly around the Silver Notice, an international intelligence alert that allows member countries to track, identify, and recover assets linked to illicit activities.
