National targets will only succeed if municipalities have the tools to translate policy into action

Portugal has set itself an ambitious task: by 2050, almost nobody should struggle to keep their homes warm during the winter, live in overheated homes during summer or endure poor housing conditions.

But in Torres Vedras, a municipality north of Lisbon, researchers and local authorities say a more fundamental challenge remains. Before solving energy poverty, municipalities must first learn how to identify it.

That is one of the key lessons emerging from LOCATEE, an EU-funded project helping local authorities better understand and tackle energy poverty through data analysis, stakeholder engagement and policy design.
