A group of lawmakers from Democratic Bulgaria has submitted amendments to Bulgaria's Electronic Identification Act that would introduce a European digital identity wallet, bringing national legislation into line with the European Union's digital identity framework.
The proposal, introduced by Bozhidar Bozanov, Nadezhda Yordanova, and other MPs, is based on the EU regulation adopted by the European Parliament and the Council on April 11, 2024, establishing a common European framework for digital identity.
The draft legislation envisions a competitive system in which any provider that satisfies the requirements of the European regulation would be eligible to develop and offer a European digital identity wallet. At the same time, the bill also provides for the creation of a state-operated digital identity and electronic services wallet.
According to the explanatory memorandum, the government-issued wallet would not only fulfill all obligations under the European regulation but would also offer a broader range of digital public services. “Such a wallet will allow the following to be done from a single place in the hand of every citizen,” the lawmakers wrote, outlining a system designed to centralize access to numerous state services.
