DEPUTY Chairperson of the National Council of Provinces, Les Govender argues that an enlarged Cabinet was essential for ensuring inclusion and stability in coalition governance, emphasising the need for performance metrics and accountability.

He said that the enlarged GNU executive reflected South Africa's unique political circumstances.

"Historically a bloated Cabinet was used as a tool of political patronage. Government positions must never be about rewarding loyalty. It must be about service delivery.

“The following must be non-negotiables when appointing Members of the Executive: Rigorous performance metrics for every Minister Six-months presidential feedback loops to Parliament and strict cost-cutting measures across the Executive.
