India and Japan have announced an ambitious framework to deepen cooperation in artificial intelligence, agreeing to jointly develop large language models, strengthen AI infrastructure and supply chains, promote multilingual and open-source AI, and expand collaboration between governments, industry and academia.Prime Minister Narendra Modi and Japanese Prime Minister Sanae Takaichi welcomed the signing of several significant memorandums to foster deeper collaboration in AI, an India-Japan joint statement on cooperation in the field of AI noted on Thursday.These include an MoU between the Indian Institute of Technology Bombay, BharatGen Technology Foundation and Japan’s National Institute of Informatics for joint research and development of large language models; an agreement between Sarvam and Preferred Networks to cooperate across the full AI technology stack; and a memorandum between IndiaAI Mission and Japan’s Ministry of Economy, Trade and Industry to support AI development companies in both countries.AI modelsThe two leaders also agreed to enhance cooperation on multilingual, open-source, domain-specific and vertical AI models, including models for native languages and public-interest applications.“The choices made today in the design, development, deployment and governance of AI will have long-term implications for innovation, social welfare, economic security, and the international order,” the joint statement emphasised.The two countries agreed to strengthen cooperation to enhance their competitiveness in AI and promote innovation-driven growth. They also decided to build resilient economic ecosystems aligned with India’s MAHASAGAR vision and Japan’s Free and Open Indo-Pacific strategy.“The two leaders concurred in cooperating to build resilient and growth-oriented economic ecosystems in alignment with India’s MAHASAGAR and Japan’s updated ‘Free and Open Indo-Pacific (FOIP)’,” the statement said.R&D partnershipIndia and Japan agreed to elevate themselves as strategic research and development partners in AI. Cooperation will cover secure AI infrastructure, including data centres, GPUs, semiconductors and other compute resources, besides assessing opportunities and vulnerabilities across the AI technology stack from an economic security perspective.On AI governance, the two sides highlighted the need for responsible innovation. “The two leaders reaffirmed the importance of promoting an international governance framework that is centered on safe, secure, trustworthy, robust, and inclusive AI that supports responsible innovation, while respecting national laws, priorities, and contexts,” the statement said.The two governments also agreed to deepen industry-academia collaboration, expand joint research projects and researcher exchanges, and encourage Japanese companies to step up AI research and development partnerships in India. They reaffirmed the goal of bringing 500 highly skilled AI professionals from India to Japan by 2030 through joint research, internships and employment opportunities.The statement also endorsed the vision of ‘AI for all’, with both countries agreeing to work with like-minded partners to promote AI capacity building, technical assistance and knowledge sharing across the Indo-Pacific and the Global South.Published on July 2, 2026
