Mohammad Bagher Qalibaf, the Speaker of the Islamic Consultative Assembly, addressed the implementation process of the memorandum of understanding between Iran and the United States, stating that the Islamic Republic is currently pursuing the execution of Article 13 of the agreement. He warned that if the opposing side fails to fulfill its commitments, Iran stands ready for war.
On Tuesday evening, June 30, during a televised interview with IRIB, Qalibaf stated: “We are pursuing the negotiation process for the implementation of Article 13 of the memorandum of understanding.” He added: “If they do not wish to fulfill their commitments through dialogue, we are ready for war.”
According to the interpretation of Islamic Republic state media, Article 13 of the 14-point Iran-US memorandum sets the conditions for commencing negotiations toward a final agreement. Consequently, the initiation of principal talks is strictly contingent upon the signing of the memorandum, alongside the successful and sustained implementation of Articles 4, 5, 10, and 11, which include a ceasefire, the lifting of the naval blockade, and the unfreezing of blocked financial assets.
In his remarks, Qalibaf emphasized that there are currently no direct negotiations underway between Iran and the United States, and that the Iranian delegation’s trip to Switzerland was solely aimed at discussing the implementation of the memorandum’s five core clauses.
