OTTAWA — Canada will not hit carbon emission reduction targets set under the Trudeau government, Prime Minister Mark Carney said Tuesday, arguing that downgrading the country’s climate-change ambitions is necessary for global stability and national unity, just days before Alberta is expected to unveil a controversial new pipeline proposal.
“The changes we have made will mean that our emissions will be higher in the next few years than they were projected to be under the previous government’s plan,” Carney said in a video posted on YouTube as part of a series he has dubbed “Forward Guidance.”
