The introduction of mandatory registration and compulsory third-party liability insurance for electric scooters in Bulgaria has been postponed again, with the new deadline now set for the summer of 2027. The change is included in a draft regulation prepared by the Council of Ministers and published for public consultation, extending the previous timeline by another year.
The decision means that electric scooter owners will continue to operate in a regulatory gap, as the implementation of insurance remains effectively blocked in practice. In several municipalities, including Ruse, authorities have been unable to fully enforce existing requirements because insurance policies depend on the existence of official registration numbers.
Under the proposed framework, a new national registration system will be introduced, replacing earlier plans for regional identifiers. Instead of municipality-based codes, scooters will be assigned sequential numbers at the national level based on the order of applications. Each vehicle will be required to carry two identical license plates measuring 30 by 200 millimeters, featuring black characters on a white background and no regional markings. One plate is to be mounted vertically at the front left of the steering column, while the second must be installed horizontally on the left side beneath the footboard.
