Up to 25,000 NSW businesses would pay the lowest payroll tax in the country under a plan by state Opposition Leader Kellie Sloane to slash rates for smaller operators and raise the threshold for all.
Sloane announced the payroll tax policy in a budget reply speech on Thursday that she used to ramp up efforts to differentiate the Liberals from the Minns Labor government ahead of the state election in nine months.
