MANILA, Philippines – The Department of Information and Communications Technology (DICT) rolled out digital IDs for delivery riders, aiming to curb fraud, protect consumers and formally recognize legitimate couriers.
The agency launched Phase 2 of the Pemedes Licensing Portal, introducing the Messenger Work License (MWL) Virtual ID to help professionalize the delivery sector.

“Every delivery matters. Every rider deserves recognition. Through the Pemedes Licensing Portal, we are making delivery services more professional, accountable and secure,” DICT Secretary Henry Aguda said in a statement.
