Independent agency Horizon Media maintained its lead position in the June global media new-business rankings, while Omnicom agencies dominated the remaining top spots in the table. Horizon Media posted $475.3m in net new-business billings for the year to date, up from $451.4m last month, according to preliminary data from COMvergence as of 2 June 2026. In May, the agency secured the $21.3m US account for multinational cheese maker Bel, along with Connecticut Lottery (worth $2.6m), and property listings business Royal Lepage (worth $1.6m).Meanwhile, Omnicom agencies claimed positions two through five, accounting for a net total of $549.7m – or 33% – of the global new-business table. Initiative surged into second place in the league, with $202.8m in net new-business billings. The ascent was driven primarily by a $198.2m confidential US win in the financial sector, bolstering earlier successes this year, including IBM (worth $52.2m across Germany, Italy, and France), and Travel Alberta in Canada ($25m). As a result of Initiative’s rise, Hearts & Science dropped a place to third, despite minimal change in its net new-business billings. Publicis Groupe shop Starcom, previously third, fell to 16th in June, with $24.8m in net new-business billings for the year to date, down from $139.3m last month. This follows the loss of the US media remit for P&G oral care brands to Dentsu’s Carat, worth $115.4m.Despite this win, Carat has yet to enter the league, held back by its $920.4m loss of the Microsoft account to Publicis Media earlier in the year.Positions four to eight remained unchanged this month: OMD, Mediahub, Pilot, Cramer-Krasselt, and Goodstuff, in descending order. Publicis shop Infinite Roar rose to ninth position in the June league with $66.5m in net new-business billings for the year to date, following an adjustment by COMvergence, reflecting an upward revision for its previously reported win of Combe in the US.Along with Initiative, other newcomers to the league include Zenith, in 15th, and MBM in 19th. Zenith – a Publicis-owned agency – entered the table with $28.7m in net new-business billings for the year to date, securing accounts including financial company Industry Super in Australia (worth $17m), environmental protection organisation Citeo in France (worth $10m), and Bank of China (worth $9.5m).Meanwhile, fellow Publicis shop MBM entered the league, thanks to its New Zealand win of ANZ Banking Group, worth $16.7m.Holding company performanceOmnicom continues to lead the holding company league, breaking the $1bn barrier with $1.29bn in net new-business billings year-to-date – more than $400m ahead of its closest competitor. In May, Omnicom Media secured the $201.8m US account for fast food brand Subway, part of a broader agency roster overhaul following the departure of the brand's global CMO and the removal of this role altogether by the company as it shifted to a regional organisational structure. The fast food company went on to appoint a US CMO.Publicis Groupe moved up to second place with $862.4m in net new-business billings for the year to date, up from $545.8m last month. The boost in billings can be primarily attributed to Publicis Media’s win of L'Oréal in India, worth $141m.
