:The Central Water Commission (CWC), Union Ministry of Jal Sakthi, has forwarded a representation made by the PAP Vellakovil Branch Canal - Veeranampalayam Village Water Users’ Association seeking technical review of the M-CADWM (Modernization of Command Area Development and Water Management) pipeline proposal pertaining to PAP Main Canal, to the Ministry’s Monitoring Directorate in Tamil Nadu for necessary action at the earliest.The water users’ association had requested the CWC for an independent technical review of the proposal; examining the Detailed Project Report, hydraulic calculations, and feasibility studies; verifying whether gravity-based alternatives were adequately evaluated; and to facilitate an independent technical feasibility study by qualified experts.The performance of earlier PAP pipeline projects must be studied and the State authorities must release technical documents in the public domain for transparency, the water users’ association has emphasised.Calling for scientific evaluation of the gravity-based pipeline before adopting electrically-operated pumping system, P. Velusamy, Association president, said the explanation of the Executive Engineer, Water Resource Department, Pollachi, in response to a query posed to the Chief Minister Helpline Portal does not address the principal technical issue.The Parambikulam Aliyar Project (PAP), a unique irrigation system receiving water from the elevated Western Ghats region, must be assessed for the efficiency of the gravity-based pipeline conveyance, before public funds are invested in a pumping-dependent irrigation system.In his reply, R. Narendiran, Executive Engineer, WRD, Aliyar Basin Division, Pollachi, asserted that queries raised by farmers were satisfactorily addressed by experts at the awareness meeting on M-CADWM Project.Prior to the preparation of DPR, meetings were conducted in the cluster area and suggestions of farmers were incorporated whereafter the M-CADWM awareness meeting was conducted as directed by the Ministry of Jal Sakthi, Mr. Narendiran contended.lmplementation of M-CADWM Project in Palladam Extension Canal Cluster of Parambikulam Aliyar Project, taken up as pilot project, was endorsed by a large numbers of farmers from the command area. The farmers were apprised about water use efficiency, benefits of M-CADWM Project, by experts from Irrigation Management Training Institute, Tiruchi.
