A landmark study from the University of Cape Town (UCT) has showed that oceans and waterways make identifying bodies very difficult.
Between January 2017 and December 2021, 289 people were retrieved from the city's oceans, rivers, dams and swimming pools and brought to the Salt River Mortuary, roughly one every week.
The results showed that one in three arrived at the mortuary without an identity, and some were never identified.
Almost half of all cases (48.4%) were recovered from the ocean, with the western coastline from Camps Bay to Bloubergstrand seeing the highest concentration.
