Defense Minister Dimitar Stoyanov has said that disagreements over the Italian-design proposal are currently holding up progress on the planned construction of a temporary field camp in the Kabile military area near Yambol, according to a written response to a parliamentary question, BGNES reported.

He stressed that, despite earlier political and legal steps, no procurement procedure for design and construction has yet been launched and there is no physical implementation on the ground.

Stoyanov noted that on January 29, 2026, the 51st National Assembly ratified an agreement between Bulgaria and Italy on joint defense cooperation, covering two major infrastructure projects in the Kabile military region. These include a temporary field camp for a NATO multinational battle group in the Orleto area of VR1420, and broader infrastructure upgrades intended to support increased NATO presence.

For the field camp project, the Ministry of Defense prepared and approved a design task in 2025, under registration number 30-21-75/16.09.2025. The investment intention based on that task was coordinated with the Ministry of Environment and Water under environmental legislation. It is expected to be submitted to the Council of Ministers by the end of June 2026 for a formal decision under the Environmental Protection Act.
