Under its solid waste treatment master plan for until 2030, Hanoi plans to set up 26 construction waste treatment sites on 108 hectares.
But the city's overall plan for managing this waste notes that more than a decade after its 2014 launch, most of these sites remain undeveloped.
A landfill at Van Noi in the former Dong Anh District stopped accepting waste in 2021. Five other sites approved in Hoai Duc, Dan Phuong, and Thuong Tin were never built, hindered by flood drainage corridors, dike regulations, and high site clearance costs.
Some were later dropped from the plan. One each in Dong Anh and Me Linh are in the process of completing procedures but these have dragged on for years due to land disputes and other issues.
The remaining 16 sites in the plan are yet to get investment approval, mainly because of land shortages, large funding requirements, landfill technology that fails to attract businesses, and site clearance funding problems.
