OTTAWA — Canada’s budget watchdog is projecting weaker economic growth and larger federal deficits as the opposition Conservatives hammer Prime Minister Mark Carney over a “technical recession” they blame on Liberal government policies amid ongoing trade tensions with the United States.

In a new outlook report Thursday, Parliamentary Budget Officer (PBO) Annette Ryan does not predict a prolonged economic decline, and instead revised projections of a weaker-than-expected but still-growing economy over the next two years.
