What you need to know:
Teachers and principals can often identify learners whose behaviour consistently signals trouble.
Yet despite these red flags, many of such learners remain in school with little effective intervention.
Every time a school dormitory goes up in flames, the nation reacts with shock, grief and outrage. Investigations begin, fingers are pointed and school administrators are blamed for failing to maintain discipline. Yet one uncomfortable question is rarely asked: What happens when schools identify a dangerous learner but lack the legal, policy, or institutional support to act decisively?
