It is said two teachers Utumishi Girls Academy were informed about the planned fire but failed to take action.
Safety protocols were not observed as evidenced by the crowded dormitory and students being locked from outside.
A fire at Utumishi Girls Academy on May 28 resulted in 16 deaths. Police arrested eight students, identifying them in the planning and execution of the fire. Education CS Julius Ogamba said the students may be taken to court.
