The Sofia Municipal Council has once again approved the construction of a 22-story residential and commercial building in the Mladost district, confirming the decision after Mayor Vasil Terziev returned it for reconsideration. The project passed with 33 votes in favor and 26 against, with opposition coming from PP-DB, “Spasi Sofia,” “Vazrazhdane,” BSP’s Voislav Todorov, and independent councilor Vanya Grigorova.
The development concerns a mixed-ownership plot of 5,789 square meters, where the municipality holds 92.22 percent, partly through Sofia Properties, while private owners control 7.78 percent. The approved plan allows for 44,620 square meters of above-ground construction and 14,550 square meters of underground space. The municipality is set to receive 30 percent of the built-up area as compensation, an increase from the initially proposed 26 percent.
The decision, taken for a second time, follows protests in the area and a petition signed by around 2,000 residents opposing the 75-meter structure. Mayor Terziev had previously returned the report, citing concerns over environmental pressure and traffic load, despite stating that the project was legally and financially viable.
Before the vote, independent councilors Dragomir Ivanov and Dimitar Shalafov, together with Mladost district mayor Ivaylo Kukurin, urged the council to approve the project again. Ivanov described it as “an example of a good partnership between the municipality and business.”
