MANILA, Philippines — Minority Senator Erwin Tulfo on Thursday questioned majority Senator Robin Padilla’s description of “force majeure” after the latter said it could be invoked due to the forecasted severe La Niña and El Niño.

On Wednesday evening, Padilla said a force majeure clearly exists to allow online participation in Senate sessions because of the climate crisis, the war in the Middle East, and tensions between Taiwan and China.

“The last time I checked the dictionary, force majeure is an uncontrollable situation… War is not part of force majeure, actually. That’s what I understand. El Niño — but I don’t know how that shall affect whether a senator doesn’t have to come in because it’s hot?” Tulfo asked in a television interview.
