MANILA, Philippines — Sen. Erwin Tulfo on Tuesday rebuked Sen. Rodante Marcoleta for his “ad hominem” remarks during a heated exchange between senators, as the majority attempted to suddenly amend session rules to allow absent lawmakers to participate through teleconference.
This occurred during Tuesday’s session when tensions between senators flared up after the Senate majority bloc insisted on amending Senate rules on electronic voting.
During the exchange, Marcoleta argued that under the Rules of the Senate, particularly paragraph 2 of Sec. 136, a motion to amend the rules falls under special provisions rather than general provisions—which allegedly means it takes precedence and does not have to abide by the latter.
He further said that the motion would no longer require a one-day waiting period, as stipulated under Sec. 136, as he himself already raised a similar motion on May 11.
