ALBAWABA - Iranian state television announced on Wednesday that it had obtained the unofficial, preliminary text of a 14-point memorandum of understanding between Iran and the United States, recently reached through Pakistani mediation.The Iranian television report stated that Washington pledged in the document to lift the naval blockade against Iran and cease harassing ships transiting to and from Iran. In return, Iran pledged to restore the number of commercial vessels passing through the Strait of Hormuz to pre-war levels within one month.According to the document, military vessels are not included in this pledge, and Iran made no commitment to open the Strait of Hormuz unconditionally. The text stipulates that the management of shipping lanes, including inspections and the collection of service fees, remains under Iranian control in cooperation with Oman. Iranian television added that the details of this withdrawal, specifically whether it includes only the forces recently deployed to the region or also forces stationed at US bases in the area, require further negotiations.Regarding the guarantees offered to Iran, the initial text of the interim agreement stipulated that if negotiations within 60 days resulted in a final agreement, it would be adopted by a binding resolution of the UN Security Council. According to Iranian television, this represents the highest level of guarantees under international law, noting that China had announced it would submit the agreement to end the war to the Security Council for ratification.Iranian state television emphasized that this memorandum of understanding was not yet final and that there was a serious possibility it would not be. Tehran stressed that it would not take any steps without tangible progress.
