Around 30 to 40 individuals have been trapped after a nine-story building being constructed collapsed in Angeles City, Pampanga before dawn on Sunday, the Angeles City Information Office said, citing information from the foreman.Search and rescue operations are ongoing, Angeles City Information Office head Jay Pelayo said in an interview on Super Radyo dzBB.Pelayo said the building being constructed along Teodoro Street in Barangay Balibago collapsed around 3 a.m., according to the 6 a.m. report of the Angeles City Disaster Risk Reduction and Management Office (ACDRRMO).Eight people who were in the vicinity were immediately rescued. They had minor abrasions and injuries.The building's foreman and 10 others were able to get out of the rubble and are being attended to by the local government unit. They are in stable condition, Pelayo said.Those still trapped inside the collapsed building, around 30 to 40 of them, are construction workers, the foreman said, according to Pelayo.A structure next to the collapsed building was also affected, Pelayo said. One tourist was trapped but was rescued.Pelayo said the construction was already on the 9th floor when the incident happened.The city has organized a unified command system participated in by multiple agencies in the disaster response, Pelayo said.The Bureau of Fire Protection (BFP) is leading the search and operations in cooperation with ACDRRMO.The Philippine National Police is in charge of security, and the Angeles City Information Office is in charge of communication.The unified command system has not yet finished assessment to determine the cause of the building collapse.However, the incident occurred after heavy rains and strong winds poured on Saturday night, according to a report by Carlo Mateo on Super Radyo dzBB.Some 44 mm of rainfall fell on Angeles City from 7 to 8 p.m. Saturday, according to PAGASA Regional Services Division.Authorities are appealing to the public to cooperate with authorities so as not to delay rescue operations and so they will not be in harm's way. —KG, GMA News
