BACOLOD CITY, NEGROS OCCIDENTAL, Philippines — A former student leader in Cebu City, who was tagged by the military as a New People’s Army (NPA) member, was among five people killed in an encounter with government troops in Cauayan, Negros Occidental, on Saturday, government officials said on Monday.
The Philippine Army identified the fatality as Vince Francis Dingding, also known as “Poy,” a resident of Capitol Site, Poblacion, Cebu City.
The National Task Force to End Local Communist Armed Conflict (NTF-Elcac) said Dingding had been an active student leader affiliated with Kabataan Party-list Cebu before he was reportedly recruited into the underground youth movement Kabataang Makabayan.
